Review Question for Chapter 5

The federal minimum wages is lower than the state minimum wage in California. Why is this legally permissible? Explain when and how the U.S. system of law allows state law to contradict federal law.  Your answer must discuss the concepts of federalism and/or preemption.( No word limit for this)
