A threat is form of communication that objective to impose harm or loss upon another person. According to the FBI, international terrorism offender by a person and/or group encourage by associated with designated foreign terrorist nations or organizations. Another type domestic terrorism, any individual and/or groups encourage by associated with mainly U.S.-based movement that extremist ideologies of political, religious, social, racial or environmental nature (Federal Bureau Investigation,2019). Hazard is any agent that cause harm or damage to humans, property or the environment. Hazard has different type such as biological which harmful bacteria, viruses and parasites that includes chemical that can cause illness, bodily injury and long-term exposures. Such as TB (tuberculosis) will be hazard to one-person body. A physical hazard that involve objects in food that cause harm when eaten such as metal or glass material. Both threat terrorism and hazard are negative risk to society and humans. They both impose some type of harmful effect towards human and the environment.

In the state of Connecticut aware that hazard is man -made and naturally occurring environment that can affect our health. This can be in air we breathe, the water we drink and the food we obtain in our body or produce in the garden or grocery store. They have evaluated the chemical that produce in our environment. Connecticut Department of Public Health assess whether the exposure that can cause harm and provide different strategies to avoid any hazards. Such as air pollution that relates to the ozone and particulate matter. DPH created regulation to avoid major hazard, such as workplace to elimination any human gets hurt or injury.

The state of Connecticut Joint Terrorism Task Force (JTT) is responsible any matter involving international and domestic terrorism well as extensive crimes. The Homeland Security prevent any dispute, mitigate of intentional attacks by terrorists that plotting to destroy or exploit. There are responsible to protect any form of attack of terrorism occurring. They ensure terrorism related inform through the state, local, tribal and territorial (SLTT) use format for unclassified and classified further public information.
