In this paper, you will pick a topic and do some research on this issue and consider how key members of the U.S. government must respond to it. For example, does the Department of Justice have to take a decision on something? Is there a legislation currently under debate by the U.S. Congress? Imagining yourself as a staffer member of Congress, you need to advise that member why he/she should take a stand or vote in a particular way.

Proposition: The Pain-Capable Unborn Child Protection Act of 2013, Senate Bill X, supported by Senator Marco Rubio (R-FL) is set to ban women from obtaining abortions, after twenty weeks, (6-9 months) of pregnancy, except in circumstances of rape, incest, or maternal life-threatening medical emergency that would require the termination of a woman’s pregnancy. This bill will also prevent all funding, under the Obama Care health legislation to acquire federal backing for women’s reproductive healthcare access, particularly for their accessibility to contraceptives, emergency contraceptives, including medications; abortion, within the first two trimesters of pregnancy, and childbirth medical care.

Proponents: The proponents recommend voting for this bill, because: this legislation will repeal a woman’s right to choose an abortion, which was upheld by the Supreme Court, in Roe vs. Wade (1973) and upholds the 2003 Federal ban, criminalizing abortions performed during the second trimester of pregnancy. The proposed bill further restricts federal funding for women to attain contraceptives, of any sort, even in emergency cases to prevent further gestation of pregnancies and family planning.

Opponents: Those opposed to this bill, recommend voting “no,” on this bill, because: this legislation is “unconstitutional” and will lead to reversal of the Supreme Court Decision of Roe vs. Wade (1973). Women must have the individual right to make personal health decisions, concerning their reproductive well-being, including equal access to contraceptive means, emergency contraceptive drugs, and access to medically innocuous abortions, up to and throughout twenty-four weeks of pregnancy. The states should not prohibit healthcare coverage and financial funding to women’s healthcare clinics or hospitals, since a woman is entitled to expandable access of preventative healthcare services, in order to assist in the reduction of unintentional pregnancies and excessive abortion, with responsible use of contraceptive drugs and or devices. That is, especially if doubling-over as protection against sexually transmitted diseases. The “Women’s Right to Choose,” must be protected, in advance, especially for women, pertaining to underprivileged social or economic classes and young adults.

Recommendation to Senator Robert Menendez (D-NJ): As the current Senior Senator for New Jersey, you should vote against The Pain-Capable Unborn Child Protection Act of 2013, Senate Bill X, since this legislation is bound to significantly affect your female constituents, by making it unconstitutional for women to obtain abortions, during the first two trimesters of pregnancy and limiting their right to acquire appropriate healthcare. This bill will restrict The Prevention First Act, of the January 6, 2009, that you co-sponsored, to ensure access to and financial backing for contraceptive services, for all women in the United States. The Prevention First Act helps Planned Parenthood and other women’s health clinics to provide equal and safe preventative healthcare services and medical procedures, including abortion, in a secure environment, with licensed medical practitioners.

The Pain-Capable Unborn Child Protection Act of 2013, Senate Bill X must be defeated in the Senate for the following reasons:

(1): To protect a woman’s right to reproductive freedom, by upholding Roe vs. Wade, (1973) decision, under the first and fourteenth amendments to the U.S. Constitution. A women’s right to choose an abortion must be protected, against the restrictive states and the availability of preventative healthcare services, in both private and public medical facilities must also be safeguarded from the conservative state “pro-life”/Republican and religious “pro-life” advocates.

(2): This legislation will over-rule all federal progressive legislation, for federal funding of existing legislation, concerning reproductive care and American female’s accessibility to proper healthcare. If approved, this legislation will violate women’s rights to reproductive healthcare choices and services, such as the Obama Healthcare Reform of March 2011, Military Reproductive Bill of July 5, 2011; and the Prevention First Act January 6, 2009. Furthermore, it will also considerably endanger the lives and health of the American women, if abortions are prohibited, in the U.S.

(3): To ensure Democratic control of the Senate, in the future and to improve the Democratic parties chance to regain majority control of the House of Representatives, in the future midterm elections, this legislation must fail. As a leading Democratic Senator, you must influence all other Democrats and liberal Republicans to vote against this abortion ban. The defeat of this abortion prohibition will help you maintain your 100% pro-choice voting record, with the (NARL) and other pro-choice groups and support President Obama’s position.
