Capstone Project Proposal Instructions
· Project Title: Tentative title of your project. (Please note that your project title is a work in progress; it is common to finalize the title at the completion of the paper.) Communication in the workplace
· Problem Statement: Clear, concise statement of the issue, problem, program, or organization (must be related to public administration) to be examined, analyzed, or studied. Your statement should begin with “The problem is ” lack of communication in the workplace between leaders and subordinates
· Theoretical Framework: Brief discussion of the major public administration theories and/or concepts which will serve to organize and drive your project (i.e. Maslow’s hierarchy of needs).

· Research Question(s): List the key questions that are relevant to the problem statement.
· Project Design: Discussion of the project and its likely research design, including specific information addressing the following — Which type of project is more appropriate for addressing your problem? Is it expected the project might use quantitative and/or qualitative methods? Will the proposed project require collection of new data, or will it use existing data? How many organizations and participants (i.e., units of analysis) will be involved? Do you or will you have access to the persons or organizations you want to analyze or study? If so, have you received written permission? What approaches might be used to analyze your data? (Note: Please read the Notice Regarding Research Involving Human Subjects on page 2.)
· Literature: Conduct a cursory review of the related literature that provides a context for your proposed project.

Notice Regarding Research Involving Human Subjects
California State University, Dominguez Hills Institutional Review Board Policy: The United States Department of Health and Human Services Code of Federal Regulations Title 45, Part 46 states that the Institutional Review Board (IRB) shall establish “a statement of principles governing the institution in the discharge of its responsibilities for protecting the rights and welfare of human subjects of research conducted at or cosponsored by the institution.” In accordance with this mandate, the California State University, Dominguez Hills IRB has institutional responsibility for:
1. Assurance of protection of human subjects involved in research or related activities;
2. Assurance that the University fulfills its federally mandated and ethical obligations relative to the protection
of human subjects; and
3. Maintenance of practices and procedures for protection of human subjects which are, at a minimum, in
accord with applicable regulations of funding and regulatory agencies.

According to CSUDH Institutional Review Board Administrators:
“In general, our Institution does not require IRB approval for capstone classes like we do for thesis projects. The capstone projects do not meet the federal definition of research which is “Research means a systematic investigation, including research development, testing and evaluation, designed to develop or contribute to generalizable knowledge.” We don’t consider the capstone course final project one that is designed to contribute to generalizable knowledge.
However, this is not to say that the students cannot submit their projects for IRB approval
if they plan to publish or otherwise disseminate their findings.
If this is the case, please be aware that it takes 2-4 weeks to get a project through IRB approval and they can’t begin collecting data until it is approved.”
