Project Charter: Sao Paulo, Brazil Store Opening
Background
Terrapin Construction Supply Inc., a construction supply company based out of
Frederick, Maryland, is expanding into the international market by creating a retail store in
Brazil within the next ten months. The primary objective is to complete the project on time
without exceeding the budget. Terrapin offers a wide variety of products such as plumbing,
electrical hardware, furniture, and a garden center, enabling a one-stop-shop layout. The project
also requires functional parking spots, staff members, and IT infrastructure, including point-ofsale systems and communication.
Goals
1.
Construct and stock a new Terrapin home improvement retail store in Brazil within
ten months.
2.
Hire and train the staff four weeks before the store launch.
3.
Keep the project under the allocated budget.
4.
Maintain high inventory levels for the first few months post-launch to manage
potential consumer surge.
Scope
Terrapin Construction Solutions has established specific goals to be achieved before opening
their first international store. Latoya Green, CEO of Terrapin Construction Solutions, has
requested certain deliverables in accordance with the Statement of Work (SOW).
First Phase:
●
Design and Construction:
○
Design the new store building, parking lots, and landscaping.
○
Obtain required licenses and permits.
○
Prepare the site and lay the foundation.
○
Construct the new store building and finish the interior.
○
Construct the garden center.
Second Phase:
●
Interior and Exterior Outfitting:
○
Construct the interior of the store.
○
Outfit the store with shelves, fixtures, and IT systems.
○
Pave the parking lots and landscape the exterior of the store.
Third Phase:
●
Staffing and Stocking:
○
Hire and train store personnel.
○
Stock the store with inventory. (For this project, stick to a storewide, highlevel inventory budget, though you may have to make estimates based on
different product categories, such as lumber, hardware, appliances, etc.)
The store should be prepared for opening in approximately 10 months.

Project Budget
● Breakdown of Construction Costs:
○ Construction Cost per Square Meter: 2,045 BRL (de Querol Cumbrera, 2024).
○ Total area: Approximately 7,804 square meters (based on 80% of the average size
reported by Home Depot Product Authority, LLC (2024)).
○ Total Construction Cost: 7,804 sq meters x 2,045 BRL per sq meter = 15,973,780
BRL.
○ Currency conversion provided by XE.com (2024) as of July 29, 2024, indicated a
rate of 1 US Dollar to 5.65 Brazilian Reais, resulting in a total construction cost of
15,973,780 Brazilian Reais.
● Contingency Fund: 284,433.41USD (approximately 10% of the total construction cost
according to the Board of Regents of the University of Wisconsin System (2018)).
Constraints, Assumptions, Risks, and Dependencies
Constraints
● Regulatory Compliance – It may be difficult to
adhere to a new set of building codes, safety
standards, and environmental regulations.
● Budget – We must ensure that this project stays
within our allocated financial resources.
● Timeline – Meeting project deadlines, construction
milestones, and the opening date.
Assumptions
● Market Demand – We assume there is sufficient
market demand for this store in this location.
● Local Workforce – It is an assumption that there
will be an adequate local workforce of skilled labor
willing to work at this location.
● Favorable weather – It’s assumed that the weather
will be favorable for this project and that there will
be no significant natural causes for delays.
Risks & Dependencies
● Political and Economic Instability – Potential
changes in either political or economic conditions in
Brazil could affect our project progress
● Supply chain disruptions – Delays or disruptions in
any part of this project’s supply chain will in turn
be a risk to the overall deliverable.
Natural Disasters – situations like floods, earthquakes, or
other natural disasters could delay or damage construction
