1) Essay and the Industry Project Plan: This item will require student to consider an
industry-based topic that integrates the content from various aspects of the course.
The Plan is a formative piece of assessment that will allow the convenor to provide
feedback on argument, content, references and writing style.
Stage 1. 300-500 words.
This is really an assignment plan. You must provide an ‘industry-based topic’. You could
choose anything that you know something about here. For example, international students
working in the restaurant sector in Australia. Or perhaps, something that you seek to pursue
as a career after your Masters – for example, Accountant. Another option is to choose an
industry sector – for example, education or mining or construction etc. From here, you must
tell me what is important an interesting about your topic – that is, explain why it is an
important area to research. Is it a large part of the economy? How large? Is it a culturally
important issue? In what ways? Is it under-researched?
The next stage is to select a number of the topics that are discussed throughout the
semester. We have many to choose from – see the course outline. Some examples include –
the role of the government, unions and employer associations, diversity and equity, reward
systems, performance management and more. I would suggest you select two areas to
investigate fully.
Finally, put together some dot points around the topics – those areas which you would like to
cover for your main assignment. Remember, I will provide feedback on your first stage
assignment for you to make the main assignment of 2000 words a stronger piece of work.

War
1
the
Paraguayan
government
invested
heavily
in
the
paperclip
manufacturing
sector
in
an
attempt
to
develop
the
sector
to
be
a
‘world’s
leading’
maker
of
office
supplies,
in
particular,
the
paperclip
(Paraguayan
Ministry
of
Paperclips,
1964).
However,
as
a
land-‐locked
country
in
South
America,
the
government’s
goal
not
only
faced
multiple
hurdles
in
geographic
and
economic
terms,
but
also
in
the
management
of
people
(Paraguay
Bureau
of
Statistics
[PBS],
2010).
Nevertheless,
the
sector
has
grown
to
be
the
second
largest
exporter
within
the
country
(PBS,
2011).
This
assignment
will
outline
the
larger
assignment
which
will
focus
on
two
components
of
Human
Resource
Management
(HRM)
and
Industrial
Relations
(IR)
within
the
paperclip
manufacturing
sector
in
Paraguay.
The
following
section
of
this
assignment
will
outline
the
two
main
areas
of
HRM
and
IR
that
are
relevant
to
this
sector.
They
are:
unions
and
recruitment.
UNIONS:
Traditionally,
unions
have
been
seen
as
a
means
for
workers
to
come
together
and
advocate
for
improved
rights
and
working
conditions
(Johnson,
2001).
However,
the
Paraguayan
experience
is
somewhat
different
because
of
strong
state
regulation
determining
that
unions
can
only
bargain
over
wages
and
not
other
working
conditions
(Smith,
1987).
This
difference
between
what
unions
do
throughout
the
world
and
what
they
can
do
in
Paraguay
will
be
explored
throughout
the
main
assignment.
Evidence
suggest
that
unions
have
found
many
novel
ways
around
the
legislation
to
support
their
members
in
the
paperclip
manufacturing
sector
(Tollard,
2008).
RECRUITMENT:
Organisations
have
long
faced
a
battle
in
developing
nations
to
match
the
staff
they
recruit
with
the
skills
required
to
perform
the
work
(Holliday,
2007).
However,
this
has
not
been
the
case
in
Paraguay.
The
government
implemented
many
successful
policies
to
support
organisation
in
recruiting
the
best
paperclip
makers
from
throughout
the
world
(Smith,
2004).
Throughout
the
main
assignment
I
will
investigate
the
strategies
that
have
been
employed
within
organisations
to
match
recruitment
policies
and
practices
with
the
skills
required.
