Week 7 Discussion: Policy Development

There is a relationship between policy evaluation and production identification, policy evaluation and policy implement, and policy evaluation and policy formulation. Can you explain this relationship and why they are important?

Week 7 Discussion
Policy evaluation, production identification, policy implement and policy formulation are
all general concepts pertaining to economic, political and managerial fields. While there
may not be direct correlations with these terms they can coincide with one another.
According to the Centers for Disease Control and Prevention, “Policy evaluation applies
evaluation principles and methods to examine the content, implementation or impact of
a policy. Evaluation is the activity through which we develop an understanding of the
merit, worth, and utility of a policy. Policy evaluation uses a range of research methods
to systematically investigate the effectiveness of policy interventions, implementation
and processes, and to determine their merit, worth, or value in terms of improving the
social and economic conditions of different stakeholders.” (CDC. Brief 1, 2023).
While I had a hard time searching for any scholarly research or articles on “production
identification” let alone a relationship between policy evaluation and production
identification, I do believe that policy evaluation is a very important “Best Practice” in
any industry. In information technology (IT) sector there are policies, standards,
procedures and guidelines with the policy being the overarching statement of goals to
be abided by. That means an organization’s standards, procedures and guidelines must
align with the policies in place (Chapple, et. al, 2021). Whatever production identification
is I’m confident it must concur and correspond with policy evaluation.
“Policy implementation reflects a complex change process where government decisions
are transformed into programs, procedures, regulations, or practices aimed at social
betterment” (DeGroff & Cargo, 2009). The relationship between policy evaluation and
policy implement is also closely associated. Policy implement is able to utilize qualitative
methods and processes to gauge success or failure from the compiled data directly
from the implement in comparison to the evaluation. This comparative information along
with any observations provides relevant insight as to why certain things happened
during a policies implementation (CDC. Brief 4, 2023).
Policy formulation is a crucial stage of the policy development cycle, this is where
societal issues, stresses and requests are dealt with and consequently formulated into
governmental courses of actions (Croci, et.al, 2023). The relationship between policy
evaluation and policy formulation is more integrated into a policy creative framework.
With this framework in place, policy formulation is likely to be much more effective and
applicable having minimal risks of implementation failure with effective policy
evaluations (Croci, et.al, 2023).

Production identification, Policy evaluation, policy implementation, and formulation are
all intertwined as they contribute to the functioning and success of any policy-making process.
Policy evaluation is the critical connection that connects these elements, ensuring a cyclical and
adaptable approach to policy-making.
The methodical examination of how well a policy has achieved its intended goals,
considering its outcomes, impacts, and overall effectiveness, is called policy evaluation
(Hankivsky et al., 2019). To effectively evaluate this process, it is important to have a thorough
understanding of the policy’s goals and objectives. This means that it is necessary to clearly
identify the outputs and outcomes of the production. Understanding the production processes and
resources required for policy implementation is crucial in assessing whether the policy can be
realistically and efficiently executed.
Policy implementation requires translating policy goals into actionable steps and projects
(Hudson et al., 2019). The successful execution of policies depends on a thorough evaluation
of previous policy outcomes. By assessing the outcomes, policymakers can ascertain areas of
improvement, thereby guiding the refinement of implementation approaches for better results.
In addition, it’s important to note that policy evaluation and policy formulation have a
mutually beneficial relationship. Policy formulation is the process of creating policy proposals
by considering identified issues and objectives. Policy evaluation is important because it gives
valuable feedback to policymakers (Hankivsky et al., 2019). It helps them understand what
happened due to their past policies and identifies any problems needing fixing when creating
new policies. By following this iterative process, we ensure that new policies are influenced by
what we have learned and are based on decisions supported by evidence.
These relationships are crucial because they allow governments and institutions to
constantly improve their policies. Policymakers can improve accountability, transparency, and
public trust by assessing how policies affect their intended goals. Furthermore, by connecting
policy evaluation to the identification, implementation, and formulation of production,
governments can adjust policies in response to evolving situations and emerging obstacles
(Hudson et al., 2019). The adaptive approach mentioned here helps to make policies more
effective by creating a policy environment that better reflects the needs and goals of society.
Ultimately, these relationships help us take a comprehensive and flexible approach to making
policies. This approach allows us to achieve the best possible results and ensure policies stay
relevant in a constantly changing world.
