In terms of structure, the bureaucracy is a hierarchy that is non-democratic with set goals set by the elected officials with set performance standards and openness. Bureaucracy is different from a private business because they are owned by the government, don’t have a single set of leaders like private businesses, and their main focus is to provide service to the public. The bureaucracy has grown over time because more services and other things being offered to the people have increased so the management of such services must grow with it to allow for more effective execution of these services, thus the federal bureaucracy must increase. They extend so that they can manage more things. Im not sure controlling the growth is needed. It kind of helps in a way by dividing and conquering.
