Project Topic: The Implications of Lame-Duck Presidential Actions
Pre-Planning Paragraph:
I’ve decided to look at the legal and political ramifications of the decisions made by lame-duck
presidents during the post-election transition period. I will specifically examine the reasons for
contentious choices made without fear of losing the next election and their possible effects on the
nation and the incoming administration. One poignant example of such an action is President
Clinton’s pardon of Marc Rich, which sparked intense criticism and highlighted concerns about
the checks and balances on presidential power in this particular era.
Three more sources will be used to bolster my analysis: the first, an academic paper that explains
the Electoral College’s origins, function, and impact on presidential choice during the lame-duck
period; the second an examination of the legality of the president’s pardon authority; and the
third, a political ramifications analysis of impromptu presidential actions. A multidisciplinary
approach including historical, legal, and political points of view will be offered by these sources.
With this initiative, I hope to add to the conversation of whether or not an outgoing president’s
power should be restricted, particularly during the delicate period of the transfer of power, to
guarantee a stable and orderly handoff of power.
