Business Law Question

You work at ABC Law firm.  On January 6, 2023, John Smith visits the law office to get help with filing a claim to recover the damage to his vehicle.

On Jan. 3, 2023 he was parked in the DMV parking while trying to renew his registration and to get a real ID.  He was in the office for about an hour conducting business.  When he went back to his car, he discovered that his 2022 Lexus had been damaged on the right front side.  There were no witnesses to the accident and the security guard was not present.  No note was left.  Mr. Smith has State Farm insurance which advised him to get an estimate of the damage.  He went to Don Jones auto for an estimate.  Don Jones estimated that it would cost $20,000 to get the car repaired.  The insurance company said to file a claim with the State of California first since the vehicle was parked in the DMV lot.
