What are the pros/cons of employing a war-fighting approach to countering terrorism versus using a law enforcement approach?

There are many pros/cons of employing a war-fighting approach to countering terrorism versus using a law enforcement approach in the United States. A pro for employing a war-fighting approach is commanding respect from our enemies and letting them know that our country is not soft nor considered pushovers in any way possible and they will do what is necessary to protect the country from terrorism. If our country does not retaliate, we would appear to be weak with no interest in fighting back whatsoever making us an easy target for future attacks. The only method to handling such a crisis is to go to war, kill terrorists and defend our nation. A law enforcement approach would be ideal if the situation presents itself in a manner where violence and war-fighting is a last resort. The United States of America Patriots Act should be implemented and used first before the thought of war takes place. The USA Patriot Act is used to deter and punish terrorist acts in the United States and around the world. Section 314 is used to help law enforcement identify, disrupt, and prevent terrorist acts and money laundering activity by encouraging further assistance from law enforcement, regulators, and financial institutions to share valuable information. In my opinion, going to war should be the last option for the United States. They should apply a law enforcement approach first and do everything in their power to prevent going to war. If they have to do a sit down or set up a meeting to communicate with our rivals and agree to stay out of each others way to prevent problems from arising then that should be the number one of objective. If a double cross takes place or if our rivals decide to attack us out of the blue that is when it is time to fight fire with fire and use the war-fighting approach and defend and deter terrorism from striking our country.
