Instructions:
Medical marijuana is a controversial subject that appears in the news on a regular basis. Should it be legalized for medical purposes, for any purpose (like in Colorado), or should the new strain of Cannabis (Charlotte’s Web), which has less than 0.3% THC (this is the chemical that creates the high) be used instead? The formal paper for this class will discuss the two types of marijuana and whether either one should be legalized for medical purposes or legalized for general purposes. The total length of this paper will be at least 10 (for the entire paper) pages long (not including the title page and reference page) This paper will be divided into 3 parts. Each part will be graded and returned to the student with corrections and suggestions. The student will incorporate the changes into the final paper. The final paper will be a combination of each part with the changes. Part 2 of the paper is worth 155 points. All three parts will make up 30% of your grade. See the rubric below for the requirement for part 2.

Formal Paper Part Two
Pros and Cons of Legalized Recreationally Marijuana
The best benefit of legalizing regular marijuana for all purposes is the fact that the
government is working and listening to what the people want. A topic like this is constantly
brought up and people want to see these changes. It should not be up to the government to decide
individual freedoms and their rights to make choices, unless it harms the greater good
(Legalizationofmarijuana.com, n.d.). Many people are now for the legalization of the
recreational use of marijuana and it is important that their thoughts are heard.
Another great benefit is the financial gains that states and business can make. For example,
Colorado earned around 69 million dollars in marijuana taxes, while alcohol taxes only brought
in 42 million dollars (Basu, 2016). (If you start a sentence with a number it must be spelled out.)
Forty-three million dollars came from a 10% sales tax on retail sales and around $26 million
from a 15% tax on wholesale sales (Basu, 2016). Better yet, these current figures do not include
regular state and local taxes, meaning the total income for recreational marijuana sales was
essentially greater (Basu, 2016).
A huge benefit with the legalization of marijuana will be to hurt the drugs rings that sell
illicit drugs. By selling legal supplies of presently illegal drugs, the price will drop, leading to a
downfall in the illegal drug business as well as a decrease in crimes that users and suppliers do to
obtain these products (Legalizationofmarijuana.com, n.d.). People are going to smoke marijuana
if they really want to, which means they are going to obtain it illegally. By making it legal,
FORMAL PAPER PART TWO 2
having legitimate businesses sell it to customers, allows those profits to leave the streets and help
the money go towards an appropriate cause.
Some cons of legalizing it are that one half or the other of the population will be unhappy, it
might create new drug consumers, lead to the use of worse drugs, and it gives an impression to
the younger generation that teenagers can use them (Legalizationofmarijuana.com, n.d.).
Whether recreational marijuana is legalized or not, half of the population is going to be upset
with the verdict. If it is legalized, then the people who were against that are going to feel that it’s
huge mistake. The Gateway Theory is a theory that if you try one drug, it is going to lead you
down a dark path were you seek harder drugs and consume more of them
(Legalizationofmarijuana.com, n.d.). They are afraid that children are going to assume if one
substance is okay to use, then all are okay to try. Some see the terrors of drug addiction and what
it does to people and feel that legalizing marijuana will be the start of something terrible.
Pros and Cons of Legalized Medical Marijuana
Some pros to legalizing medicinal marijuana that it is a viable and safe treatment for patients
that suffer from cancer, AIDS, multiple sclerosis, glaucoma, epilepsy and other symptoms
(ProCon.org, 2017). Dr. Joycelyn Elders, former US Surgeon General, wrote an article stating
that the vast and detailed evidence is that marijuana can relieve certain types of pain, nausea,
vomiting and other symptoms caused by illnesses or in fact the other harsh drugs that are used to
treat them (Elders, 2004) . She also noted that marijuana is less toxic than many of the drugs
people get prescribed to them daily (Elders, 2004). The science and evidential support to several
doctors is apparent and needs to be reviewed in order to bring these patients calm and painless
lives.
FORMAL PAPER PART TWO 3
Another huge benefit is that some early studies have shown that medical marijuana could be
associated with decreased prescription opioid use and overdose deaths (National Institute of
Drug Abuse, 2017). More detailed research has shown that legally protected medical marijuana
dispensaries were associated with a decrease in opioid prescribing, self-reports of opioid misuse,
and treatment admissions for opioid addiction (National Institute of Drug Abuse, 2017). When
people go on pain medications, some become addicted to them and keep seeking them after their
treatment should be over. Their bodies get used to it because of the addictive properties in
prescribed drugs. Having marijuana as a medical option brings this dependency down.
Some cons for legalizing medicinal marijuana are that many believe it is too dangerous to
use, it is not FDA approved, and with all the other medicines available to people it is
unnecessary (ProCon.org, 2017). Many feel that legalizing medicinal marijuana is just the start to
legalizing its recreational usage (ProCon.org, 2017). Other medications are out there for a
reason, and opponents of this feel no need to legalize another substance when it is not necessary.
Pros and Cons of Recreational Charlotte’s Web
The benefits of legalizing Charlotte’s Web for all purposes are that any child who is in need
of this medicine can now get it. Sometimes it is hard for people to get their hand on a
prescription; such as if they do not have a doctor or their state does not legalize the use of it as a
medicine. If it was legalized, for example, then a parent could administer this to their child at a
moment’s notice without the hassle of trying to get a hold of a doctor or fill a prescription at a
pharmacy.
FORMAL PAPER PART TWO 4
The negatives for legalizing Charlotte’s Web for all purposes are that we do not know all of
its long-term effects yet. Although we see the positive effects it has on patients, such as a
treatment for recurrent seizures, we do not know how it will affect them in the future. As of now,
marijuana is a Schedule 1 drug, which means it cannot be studied or researched on a federal level
(All Weed News, 2015). Currently, the American Academy of Pediatrics does not approve of its
use unless it is a life or death situation (All Weed News, 2015). Until more research is out about
long term effects, then it will not be approved for use.
Pros and Cons of Medicinal Charlotte’s Web
The benefits to legalizing Charlotte’s Web for medical purposes are that you are relieving
adults and kids alike of symptoms from illnesses that are usually very painful and upsetting; with
a drug that cures them without the hallucinogen affects. There is no better reason than this, to
provide help to kids who are most vulnerable and need medical attention the most. No parent
ever wants to see their child suffering, and Charlotte’s Web seems to be a safe and effective
answer to their symptoms from current research.
The negatives to legalizing Charlotte’s Web for medical purposes are that people may use it
as an excuse to get it themselves. Just as with any other prescription drug, people could abuse it
if they see fit. Even though it is without the hallucinogen effects, people may become dependent
on it just because they feel like they will always need it.
Legalized States
The good news is that even though some states have no laws concerning the legalization of
medical or recreational marijuana still permits partial access in some situations (Governing,
FORMAL PAPER PART TWO 5
2017). For example, Alabama and Mississippi have laws that allow medical marijuana for health
conditions such as epilepsy (Governing, 2017). There are still also some grey areas with certain
states, such as Virginia. They have laws that allow the possession of marijuana if they have a
prescription for it, but Virginia doctors cannot write prescriptions for medical marijuana, just
recommend it (Governing, 2017).
States that legalized marijuana recreationally or medically in the 90’s include California
(1996), Alaska (1998), Oregon (1998), Washington (1998), and Maine (1999) (FindLaw, n.d.).
States that legalized marijuana recreationally or medically in the 2000’s include Colorado
(2000), Hawaii (2000), Nevada (2000), Maryland (2003), Montana (2004) , Vermont (2004),
Rhode Island (2006), New Mexico (2007), and Michigan (2008) (FindLaw, n.d.). States that
legalized marijuana recreationally or medically in 2010’s include Arizona (2010), District of
Columbia (2010), New Jersey (2010), Delaware (2011), Connecticut (2012), Massachusetts
(2012), Illinois (2013), New Hampshire (2013), New York (2014), Georgia (2015), Minnesota
(2015), Arkansas (2016), Florida (2016), North Dakota (2016), Ohio (2016), and Louisiana

Abstract
The controversy behind the legality of medical marijuana attracts significant attention, and this is probably the reason as to why marijuana is always a major topic of discussion during every electioneering period. It has become apparent that many of the debaters barely understand the essence of the subject matter, and this is that there are several strains of marijuana. The variations are based on the composition of their constituent elements, particularly the cannabidiol (CBD) and Tetrahydrocannabinoil (THC). The THC is the most common element in what is commonly referred to as regular or recreational marijuana, while the CBD is in such strains as the Charlotte’s Web. This paper discusses these strains, their differences, brings-out their medical value, and how these values vary. The paper concludes with the recommendation of the role that researchers need to embrace to enhance the understanding of what is really meant by medical marijuana.
Keywords: Cannabidiol, Tetrahydrocannabinoil, Marijuana, medical benefit, Charlotte’s Web, recreation
Formal Paper Part 1
Discussions about marijuana attract heated debates in the United States with some observers claiming that it is a valuable substance which is yet to be fully explored. Their contenders in this debate feel that cannabinoids are dangerous and they are not worth any further experimentation with human subjects, and this automatically disqualifies their consumption. Cannabidiol was recently added to the list of Schedule I substances by the Drug Enforcement Administration (or the DEA) (Sterna & Wolfe, 2017).
This development has a direct impact on both cannabis-based CBD oil and hemp, and it follows that Charlotte’s Web is to be treated the same way as regular marijuana. While this is according to the DEA, Charlotte’s Web and regular marijuana vary. Among other differences, regular marijuana is psychoactive while Charlotte’s Web is non-psychoactive (Wallace, 2015). A couple of them are explored in this paper.
Regular Marijuana
The difference between regular marijuana and Charlotte’s Web are as a result of the composition of their elements. While cannabidiol (CBD) and Tetrahydrocannabinoil (THC) are natural elements found in every cannabis plant, some plants tend to have more of CBD while others have THC as the dominant element. THC is psychoactive, and it is what dominates in regular marijuana; while CBD is not, and this is the element that prevails in Charlotte’s Web (Egan & Bane, 2014).
A significant number of observers have ended-up labeling the THC as the ‘bad’ cannabinoid and the CBD as a ‘good’ cannabinoid. The most common cannabinoid is the THC, and it is what is associated with the characteristics associated with the feeling of being ‘high’. It induces relaxation in some people, eliminate fatigue in some, cause hunger, and alter senses. Its effects are synonymous to what could be regarded as a naturally-occurring neurotransmitter anandamide (Sterna & Wolfe, 2017).
Charlotte’s Web
The term Charlotte’s Web refers to a high-cannabidiol (CBD), and low-tetrahydrocannabinol (THC) Cannabis that is extracted and marketed mostly in form of a dietary supplement in the US. The product is produced in Colorado by the Stanley brothers, and due to the low THC content, it does not prompt the ‘high’ psycho-activity that has come to be associated with regular (or recreational) marijuana. The Stanley brothers are committed towards ensuring that their product is consistent with not more than 0.3% of THC. This is meant to ensure that the impact it has on senses and cognition is as minimal as possible (Hearing & Balducci, 2017).
The Medicinal Values of Regular Marijuana
The THC has medical uses as well. In fact, studies show that this is a substance which helps in treating the side-effects of glaucoma, chemotherapy, and multiple sclerosis. In essence, regular marijuana is the cannabis plant that has THC as the dominant substance, and it is what most people are familiar with. It is the effects of this plant that has compelled individuals and groups to seek to have every strain of marijuana outlawed (Egan & Bane, 2014). They say that the values of this product are overstated; and that instead of the relaxation of the legal prohibition aiding the researchers to explore it further, it merely encourages abuse by some of the members of the society (Hearing & Balducci, 2017).
The Medicinal Values of Charlotte’s Web
The CBD tends to outshine the THC in regards to medical usage. The fact that Charlotte’s Web is among the strains with the highest level of CBD means that it is more effective in the medical arena as compared to the regular marijuana. Though Charlotte’s Web does have the THC too, it has been determined that, indeed, it is the CBD that reduces paranoia and anxiety and also serve as an energy booster as well as an antipsychotic (Wallace, 2015).
Charlotte’s Web is valuable in treating pain and inflammation. In addition, patients with intestinal issues, epilepsy, and bacterial infections find Charlotte’s Web being an invaluable product. Charlotte’s Web is consumed as a highly concentrated oil product. This plant contains about 40% concentration of CBD, and it does also have such nutrients as amino acids, vitamins, and omega-3 (Hearing & Balducci, 2017; Wallace, 2015). These nutrients are in high demand and are generally desirable. Indeed, health professionals and consumers go to great lengths to acquire them, whether from cannabis or through other means. Consequently, the advocates of Charlotte’s Web argue that it should be allowed in every state in the United States since it avails these substances to those in need with relative ease (Egan & Bane, 2014).
Regular Marijuana Versus Charlotte’s Web Based on Medicinal Values
The Charlotte’s Web does not have similar degree or amount of cognitive impairment as the regular marijuana. It can actually be used together with THC-concentrated regular marijuana in an endeavor to mitigate the strong psychoactive properties. Nonetheless, this could require the assistance of herbalist and/or a trained physician in order to achieve the optimal combination. This is because it is not easy for the untrained users to know how to achieve this precisely (Hearing & Balducci, 2017).
Studies have concluded that although the THC has already earned a bad name, the elements work synergistically to trigger the therapeutic values and in creating versatility. Researchers have been prompted to work harder towards determining if the therapeutic value is, indeed, the whole-plant effect which is being availed by isolated elements in tandem. It could be that even the THC has several other values than the ones already identified to the point where it could be argued that it has more pros than cons (Wallace, 2015).
Conclusion
While many states had and do deem Charlotte’s Web as a safe and legal product and totally separated from the regular marijuana, the DEA seems not to be making such a distinction. It could be that further studies are needed to make this difference as apparent as possible. While it is still a controversial subject of discussion and stakeholders are geared towards defending their positions, at least they do air their points of view. This is an encouraging starting point and researchers out to table their facts and persuade parties on both sides of the debate as to why these two strains are different or similar.

Formal Paper Part 2

There is much concern regarding the use of marijuana with some groups calling for its legalization because of its value, which is yet to be confirmed. On the other hand, others are of the opinion that marijuana is dangerous and there is no need for further investigation or research for the determination of its value. Marijuana exists it in two forms i.e.(e.g. regular marijuana used for the medical purposes and other functions as well the newly discovered strain called Cannabis or Charlotte’s web) (Egan & Bane, 2014).
Regular marijuana has low tetrahydrocannabinol (THC), which is the dominant substance. Regular marijuana is an important medicine that is used for the treatment of glaucoma, chemotherapy, and multiple sclerosis. The presence of the low-tetrahydrocannabinol (THC) in the regular marijuana has been one of the reasons why some people have called for the ban on its use. Those opposing the use of the regular marijuana are of the argument that the value of the regular marijuana is being overrated (Egan & Bane, 2014).
On the other hand, Charlottes’ web also known as a high-cannabidiol (CBD) tends to be more effective when compared to the low tetrahydrocannabinol (THC) when used as medicine. This is because it has a high cannabidiol (CBD) when compared to regular marijuana.despite Despite Charlotte’s web having low tetrahydrocannabinol (THC), it is the presence of the high cannabidiol that helps in the reduction of the paranoia as well as the anxiety. It also serves as the energy booster and antipsychotic.
Charlotte’s web is essential for the treatment pain and the inflammation. Additionally, patients suffering from intestinal complications, epilepsy and bacterial infection find it ineffective to rely on Charlotte’s web. Despite having 40 percent concentration of high cannabidiol, Charlotte’s web is lacking importance, highly demanding and desirable nutrients like amino acids, vitamins, and omega-3 (Hearing & Balducci, 2017). Despite having knowledge concerning the lack of these important elements in Charlotte’s web, some have still gone ahead to acquire them. As a result, those advocating for this drug argue that it should be legalized in every state within the United States.
Therefore, to determine whether marijuana should be legalized or be replaced with the new strain of the Cannabis i.e. Charlotte’s webWeb, first the comparison between the two drugs in terms of medical value would be made. This would be followed by looking at both the advantages and the disadvantages then weighing on these factors to find out the option.
Comparing the medical value of the Regular Marijuana and the Charlotte’s Web
In terms of the amount of the cognitive impairment, the degree of regular marijuana is greater compared to Charlotte’s Web. Therefore Therefore, it only functions well upon the combination with the low tetrahydrocannabinol (THC) concentrated regular marijuana to help in the mitigation of the stronger psychoactive properties. This can only be achieved through the help of a trained physician or the herbalist to precisely achieve the required combination. Despite low tetrahydrocannabinol (THC) being considered bad, it works synergistically to produce therapeutic value.
Advantage of Recreational Marijuana legalization
The legalization of the marijuana for all-purpose imply that the government is listening to the demands of the people. There is also financial gain for the state and the business. In Colorado, approximately 69 million dollars is earned from marijuana taxes as compared to alcohol taxes, which only brings 42 million dollars (Basu, 2016). Forty-three million dollars comes from 10 percent sales taxes on the retail sales and about $ 26 million comes from 15 percent tax on wholesale (Basu, 2016). Legalization of the marijuana would also reduce the number of illegal drugs.
Disadvantages of legalizing recreational marijuana
Other population who does not support the legalization of marijuana would not be happy because it would give an impression to the kids that they can also involve in the use of the drugs. Children are likely to have a thought that all other drugs are also legalized. The level of drug addiction would increase thus leading to terrible side effects.
Advantages of legalizing medicinal marijuana
Legalization of the medical marijuana makes it viable and safe for the treatment of the illnesses such as cancer, AIDS, multiple sclerosis, glaucoma, epilepsy, among other illnesses (ProCon.org, 2017). It also helps in relieving pain, nausea, and vomiting caused by sickness (Elders, 2015). Marijuana is less toxic as compared to other drugs. Medicinal marijuana is important in reducing prescription opioid use and the overdose deaths (National Institute on Drug Abuse, 2017).
Disadvantages
It is considered to be aa dangerous drug for use, use; therefore, its legalization will endanger the lives. This, therefore, makes many people who are opposed to marijuana use to call for the legalization of the recreational marijuana.
Advantage and disadvantages of legalizing recreational Charlotte’s Web
The benefit for the legalizing Charlotte’s Web for all-purpose, is that it makes it easier to access. medicine. It is always challenging for the people to get their hand the prescription. This implies that when it does not legalize as medicine, then the parent gets the chance of administering it to their children without an effort of looking for the doctor to fill the prescription. (This last sentence makes no sense you need to rewrite it). The disadvantage of legalizing Charlotte’s Web for all-purpose, is that the long-term effects are not known. It is not clear on the future impacts on the continuous use of marijuana (All Weed News, 2015).
Advantages and the disadvantages of medicinal Charlotte’s web
The medicinal advantage of Charlotte’s web is that it relieves adults and kids from the symptoms of the pain caused by illness. It also cures without hallucinogen impacts. The negative effect of Charlotte’s web is that people may go for it in the name of medicine and end up abusing it. Whether to legalize marijuana for medical purpose, for any purposes or to use the Charlotte’s web
Based on the comparison of the medicinal values both regular and Charlotte’s web as well as the advantages and disadvantages; the benefits and the advantages of the medicinal marijuana outweigh those of Charlotte’s web. The medicinal marijuana is consisting of important supplements needed in the body and this includes amino acids, vitamins, and the omega-3. It is also safe for the treatment of the patients with cancer, AIDS, glaucoma among other illnesses. As a result of the above benefits, some states have legally recognized medical and all-purpose marijuana. Some of these states include Alabama and Mississippi, which has allowed the medical marijuana for the conditions such as epilepsy. In Virginia, the access to marijuana is only allowed it when the person possessing has the prescription. Other which has legalized the marijuana recreational or the medically are the California, Alaska, Oregon, Washington, Maine, Colorado, Hawaii, Nevada, Montana, Maryland, Vermont, Arkansas, Florida, North Dakota, Ohio, and Louisiana among other. Others, which have legally recognized medical marijuana, include Washington, Oregon, California, New Mexico, New York, Ohio, Pennsylvania, Delaware, Minnesota, Alaska, and Michigan among others.
