Background given at beginning of this course

Spurbrook, Illinois was incorporated in 1997, and is the county seat. The city government consists of a city manager and five council members. The council members are all elected at large, and serve part-time. Each of the department heads reports to the city manager, but only the council, with a majority vote, can fire them.

The city of Quail Hollow is a resort area considered somewhat affluent, with a population of around 52,000 residents residing within 10 square miles. During the winter months, the population increases to approximately 125,000 due to the visitors to the ski areas that surround the city. Median income for a household in Quail Hollow is $75,000, and minority residents constitute 6% of the population, being of mixed races and ethnicity.

Quail Hollow has a full-service public safety department, including a 75-bed correctional facility. The police department has 87 sworn police officers including the police chief, 2 deputy chief, 4 captains, 4 lieutenants, 4 sergeants, 5 detectives, 2 community police officers, and 50 patrol officers. In addition, there are 15 part-time and auxiliary police officers that are primarily responsible for handling minor traffic accidents, calls for service, and following up on citizen complaints. The correctional facility is staffed by a superintendent, deputy superintendent, 4 lieutenants, 4 sergeants, and 35 full and part-time correctional officers.

The police department has gone through a transitional phase, with the retirement of the previous chief of police who had been with the department for more than 30 years. A new chief has been hired and has only been on the job for a little more than 6 months. He has made it known that his management style is results oriented, and that he wants results, not excuses. He has also made it known that he has the backing of the city manager and council members in how he will run the department.

You have been with the police department for 18 years, rising up through the ranks from patrol officer to deputy chief, in charge of the patrol division. You had applied for the chief’s position but did not make the final cut.

There is a perception by some in the community, that certain members of the police department have been engaging in a pattern of conduct that shows poor judgment, specifically as it relates to accepting gratuities, and giving special consideration to some of the business owners whose establishments these officers frequent on a regular basis. Use your skills and abilities to change the negative perception, and create a cultural climate, within the department, that will restore the integrity of the department.


Scenario

You have been advised by the warden that the agency is going to seek national accreditation by the ACA and that he has designated you as the accreditation manager. One of the areas that will be looked at is internal policies dealing with officer misconduct. There have been several incidents in the past in which officers have either been disciplined or fired for conduct that violated the rules and regulations of the agency.

He has tasked you with the responsibility of coming up with a comprehensive training plan that would address ethical and moral issues officers face in the performance of their duties. He also wants you to explore the possibility of instituting a civilian review board to investigate inmate complaints against officers. He assigns several other members of the agency to assist you.
