·         A responsible business acknowledges its duty to contribute value to society through the wealth and employment it creates and the products and services it provides to consumers. Services supplied by the agency produce value for the public good. This good is a duty legislated as a public trust by the people’s representatives . The agency will respect this public trust by advancing the nation’s economic and human wealth, and generating employment as measurable outcomes of the services it provides to clients and other stakeholders of the agency.
·         A responsible business maintains its economic health and viability not just for shareholders, but also for other stakeholders. An agency will be responsble by managing its public tasks by operating within its approved budget to ensure that it is able to respond to all who hold a legitmate stake in the execution of its mandated mission.
·         A responsible business respects the interests of, and acts with honesty and fairness towards, its customers, employees, suppliers, competitors, and the broader community. A publicly funded agency respects the interests of, and acts with honesty and fairness towards, its fellow government agencies, clients, employees, suppliers, private sector competitors, and communities in which its local operations are significant economically, socially and environmentally.

The agency recognizes that its responsibility is to enhance the nation’s development along a path that is sustainable primarily through growing economic prosperity and human capital development.
·         A responsible business therefore contributes to the economic, social and environmental development of the communities in which it operates, in order to sustain its essential ‘operating’ capital – financial, social, environmental, and all forms of goodwill. Being a responsible public citizen, the agency will contributes to the economic & social fabric of the communities in which it operates, and minimizing its environmental impact thereby re-investing in the public trust under which its operations are sanctioned by society.
·         A responsible business enhances society through effective and prudent use of resources, free and fair competition, and innovation in technology and business practices. Always acting within the mandating legislation and principles of administrative law, the agency will aspire to ethical standards that reflect authoritative international standards for the conduct of business.
·         A responsible business therefore adheres to the spirit and intent behind the law, as well as the letter of the law, which requires conduct that goes beyond minimum legal obligations. Through its governance structure the agency will respect the spirit and intent behind national laws, specifying ethical business conduct that exceeds minimum legal and regulatory compliance. This standard of conduct will apply to the asgency’s workforce, and it respectfully expects the same of the agency’s external stakeholders.
·         A responsible business always operates with candor, truthfulness, and transparency, and keeps its promises. Aspiring to achieve a reputation for operating under the the highest etchical standards, both for itself, and the public it serves, the agency will be engender a culture of ethical conduct by encouraging and fostering care in meeting its obligations with honesty, transparency, commercial candor, reliable and non-preferential dealings and a habit of making commitments it will meet.

The agency will assist policy-makers in reforms to domestic regulations where these are deemed to be instrumental in the nation’s development through wider societal domestic participation in the fruits of global trade and investment.

·         A responsible business protects and, where possible, improves the environment, and avoids wasteful use of resources. Follow sustainable practices that protect and improve national bio-diversity and physical environment conserving and recycling scarce natural and fabricated resources.
·         A responsible business ensures that its operations comply with best environmental management practices consistent with meeting the needs of today without compromising the needs of future generations. Strive continuously, efficiently, and creatively to integrate environmental management practices that respect and secure the interests of future generations in the execution of the agency’s public trust daily.
Principle 7 – AVOID ILLICIT ACTIVITIES Avoid and Discourage Unlawful Activities
·         A responsible business does not participate in, or condone, corrupt practices, bribery, money laundering, or other illicit activities. Do not sanction, neglect, or tolerate bribes, corrupt activities, money laundering, the giving or receiving of bribes, and any other unlawful acts.
·         A responsible business does not participate in or facilitate transactions linked to or supporting terrorist activities, drug trafficking or any other illicit activity. Do not assist in any fashion, materially, financially, by benign neglect, or through moral sanction, transactions and activities that aid and foster any forms of smuggling, tax evasion, terrorist groups and acts, financial tort, all forms of illegal trafficking of services, goods and humans.
·         A responsible business actively supports the reduction and prevention of all such illegal and illicit activities. Pro-actively manage and inplement systems to identify, reduce instances of, and preclude opportunities for illegal and unethical activities.
Provide mechanisms that protect whistleblowers and which facilitate and aid timely investigation of alleged unlawful activity by the appropriate civil authorites.
