For this assignment, you are asked to write a paper analyzing the Commission’s position and evaluating its proposed regulatory model. Discuss the following:

  *  Is the CSIS correct that only a regulatory framework can secure cyberspace, or do market forces provide an effective incentive for companies to address cybersecurity?

   * Is the model proposed by the Commission an effective model?
